Blue Card

Introduction

 

         We have several problems concerning the stability of the United States.

         #1  First is the predicted financial collapse of the Social Security system. There are too few workers contributing, and too many seniors drawing down their retirement funds. With the declining birth rate, now at 1.6 per couple, there is little long-term hope of having enough young people making significant contributions to the system. The short term is even worse.

         #2  The next significant problem is the huge number of undocumented aliens (aka ‘illegals’) now residing in the country. They now number about 9% of the population. We think. Reasonable estimates are that there were twenty million before the Biden administration, and during his four-year term twelve million were added. We do not know who the millions of them are.

         The Trump administration has pledged that they will all leave immediately.  The ‘worst of the worst’ were singled out and about 250,000 of them have been removed. Just over one million illegals  have self-deported, There is a long way to go to get to zero.

         There is certainly unprecedented support for their removal; Republicans approv3 at a 93% rate; unaffiliated voters at 70%; and Democrats at 59%. Rarely are polls this one-sided when the country is not at war.

         Both problems seem mathematically insurmountable by themselves. But what if the solutions to both were intertwined in a symbiotic plan? What might be accomplished by playing one problem off the other?

         The only way to handle the 30 million still in the country and meet the President’s pledge to remove them is the first issue - and a huge one. But what if there is a way to entice them to self-deport?

         The second problem is met by finding way to gain enough workers to fund the Social Security shortfall - this is solved by importing people. Many potential workers are already here as undocumented aliens so using them might be an option.

         #3  Another problem is that when Covid-19 hit the unemployment rate spiked to a Great Depression level of 14.9%. Revenues to Social Security collapsed proportionately and huge deficits kicked in for five years. Would it be possible to address that problem as well?

         To get these giant rabbits to come out of a hat requires a few compromises. With that in mind, here is a plan.


Enter the Blue Card

While the Green Card is the unofficial name of the card system for getting the right to stay in our country, to work, and later to gain citizenship, there are some features of it that might be a hindrance to using it as a solution to the undocumented alien issues.

         First, it can lead to citizenship. That is a reward, and it may not be palatable to many to see citizenship granted to those who broke the law when entering the country. Second, millions of people have waited and followed the rules to get into the United States. It is unfair to them to have others enter the country legally before them.

          A card of a different color (Blue) and with different benefits and restrictions is a more appropriate second route to gain the 'same legal status' as a Green Card - a permanent work permit.

       

 Issues to be addressed by the Blue Card include:

1.   Citizenship: Obtaining this card and using it to gain permanent work status does not lead nor allow the recipient to gain citizenship. There is no Citizen Path.

2.   Right to Vote: without citizenship the right to vote is waived as well.

3.   Right to Work: The recipient gains the right to work and the responsibility to pay taxes. The work status exists by law now. Social Security funds are matched by the employer or the self-employment tax is in force.

4.   The Blue Card is renewable pending the civic behavior of the recipient. Rules are the same as now exist.

5.   Civic Responsibility:  The Blue Card holders are required to take a civics course based on the structure of the government of our country. Those who cannot converse in English/American must take and pass with a high level of success a Second Language course. ( note: This will improve communication with the children's teachers.)


The Process To Obtain a Blue Card.

1.  The undocumented alien resident applies for the Blue Card while in the United States.  Those that have self-deported earlier my apply as well.

2.   This person  is required to leave the country physically for a period of days  (47 ) while a background check is completed and other administrative functions are performed.

3.   The fee for the Blue Card and readmission to the country is $20,000. This is a penalty administered for entering the country illegally. earning wages, and not paying taxes.

4.   The $20,000 is paid within six months of the date of the approval for the card and permission to return.

5.   The Blue Card holder would be required to have a full-time job.
